Sheffield Wednesday Faces Major Issues, Declares Independent Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's ongoing struggles represent a a "significant problem" and the new football authority is aiming to acquire authority to examine team situations in similar circumstances, its new chair David Kogan has stated.

In a wide-ranging interview, the chairman, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The chairman convened with four supporters' associations associated with the South Yorkshire club recently.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Monetary Issues and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in spring months led to sanctions by the English Football League (EFL) in summer, preventing the club from carrying out any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a regional establishment that has been part of their lives in many cases.

"I completely understand the club's situation, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The last thing what we want to do is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," Kogan said.

"But the truth is, when you look back over the history of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we need to continue the progress.

"Considerable investment flowing into the game and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the success and growth as an financial organization of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of the nation. But concurrently, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the Labour Party in the past.

The official contributed funds to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any sort of politics."
